If Scion The Ur-Dragon does his ability and puts Broodmate Dragon into my graveyard and becomes a copy of Broodmate, do I get it's "comes into play" ability and put a 4/4 dragon token into play?

NO. I don't think so. If you activate the Scion and put a Broodmate into your graveyard, becoming a copy will happen, though the Scion is technically already in play so it will become a 4/4 broodmate but no come into play trigger will happen.

The good news is it still entombs the creature and you can Reanimate it for a come into play.
