I played Turbo Sanity Grinding mill for the past few months and it was fun. its always great to mill someone. Here's the main things to know when building a mill deck. You need answers! when they put a creature or cast a spell you need to be able to answer it with a strong "No. it doesnt resolve" or "Ok but it isn't going to help you." so Mill decks are inherently control decks. Also to get these answers you need to have them in your hand in the first place. And the last part is having the proper cards to actually mill the opponent.
I always use the rule of 9 when first making a deck and thats what i will do here. (the rule of 9 has u pick 9 cards that make up the core of your deck where u will have 4 copies of them. this gives u a 36 card deck with 24 land slots which makes for a good first draft.)
Here would be my nine for Mono U Mill
Jace Beleren - He is both acceleration and mill, you will always be using his +2 ability to make you and your opponent draw. This is so jace survives his ultimate and also helps flood your opponents hand.
Archive Trap - simple, if you have 4 in hand and they use a fetch land thats game
Tome scour - It may look week, however playing this after say they ponder messes up their strategy. also you are paying 4 mana to mill 1/3 of thier deck when all four are played.
Hedron Crab - Yes it dies to everything, however many people will hesitate to use precious removal on a 0/2. and with just two on the field you are miling 6 every land drop.
Essence Scatter - self explanatory
Negate - See Essence Scatter ^
Unsummon - To me unsummon is like pay U, block target attacking creature. Or your opponent finally hit that 5 land he was looking for and taps out for baneslayer. He wont like having to pay ten mana total to get that thing in play.
Wall of Frost - This slows down your opponents offence, Wall of Denial would be better but this is mono blue atm.
Traumatize - However I would only put 2, 3 at most. this is one of those cards that get worse with every copy. say you play it turn 5, and you mill them for about 20 cars, if you play another turn 6 you are milling maybe 8. this card gets worse in multiples, just keep that in mind.

Quest for Ancient Secrets- for the mirror match
Again this is a skeleton for a very basic mill deck. once you start branching out to esper mill it changes how your gameplan works.
Now you are probably going, "why the hell did you not put in howling mine or font, where's the twincast? ect."
Well let me answer that for you from my own experiences.
A mill decks nemesis is red burn. Actually in a much broader perspective, anything thats a little on the Aggro side.( Remember that this meta is going to be pretty aggroy) The last thing that you want to do in this situation is pump their hand full of spells that they WILL be using. Also This is not a Combo Mill so there really isnt anything worth twincasting. You may have also wanted to play Mind funeral however in this format with people running more basic lands it is possible to see it mill 5 or 6 cards on average, not the 10 or 12 from Shards block.
I hope this helps, and remember its never bad to make proxies and play with the decks you make before shelling out $15 dollars for cards you may not use.
If you have the time please comment on my new deck for Type 2
