[Suggestion]Rules Section

I just recently joined this forum, but one thing that really bothers me is the lack of structure. I think it would definately be worth adding a rules/questions section to the forum because I have seen questions about the rules in all corners of the forum.

Fair point, I think the site could do with some documentation as well, I think both could probably be a bit daunting to new users...
