Irrelevant I suggest you check the wording of the card you want us to use.
It says: "...that player..." which implies the owner of the spell in question.

And yes it works both ways but in my deck it works only for me.

Sorry i read the card correct but misunderstood what you were saying. I thought that you were saying that only the controller of Eye of the storm gets to copy spells, not that any player who plays a spell gets to copy them. Dreadfully sorry.
