i want a deck where i can not nessiarily win in EDH but just annoy poeple. things like putting their general into their hand then shuffling their hand into their deck. blue and white are nice for meddling mage.

Blue and White are nice: most every card that tucks away a general is in that color combination. Make sure to add:
Hinder
Oblation
Condemn
Gomazoa
Spin Into Myth
Proteus Staff
Pithing Needle
Voidstone Gargoyle
You probably want Teferi's Puzzle Box, then you can hit their general with a bouce spell during their untap phase and they'll be powerless to cast it in time to prevent it being shuffled away.

also who's a good general for jerk?

Grand Arbiter Augustin IV (http://beta.gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=107329) isn't very strong, but he really annoys people.
Sen Triplets (http://beta.gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=180607) might be the absolute most frustrating general to play against. They make you feel violated.

Where we play people can always choose between exiling their general or shuffle it into their library, so stuff like hinder just exiles a general. Don't know if it's an official rule but I play a lot with a lot of different EDH players and they all use this rule.
Grand Arbiter Augustin IV IS a very good general, and pretty nasty too if you build around it. Use stuff like Frozen Aether, Kismet, Rhystic Study, stuff like that. Nothing more annoying then messing with someone's manacurve and making him choose between not playing anything or have you draw more cards.
On top of that use Tradewind Rider + Surgespanner on their land. Use stuff like Martial coup and decree of justice and the likes to make tokens and play opression on their land. People just love that. Play Brine Elemental + Vesuvan Shapeshifter lock. Play Annex and Confiscate on their land.
Play Tsabo's Web to nuke their Mirage fetchlands, Maze of It's, Volrath's strongholds and the likes...
I'm cool with all of it as long as people don't play Sundering Titan on my 5 color decks, man I hate that card.
PS: did you try Tunnel Vision combo's yet? (like condemn or Hinder + Tunnel Vision for the win :)

If a general would either go to the Graveyard or the Exiled Zone, you may opt to send him the the Command Zone as a replacement effect. This option never triggers if he would be sent to your hand or into the library, as per the official rules. It's fine if you want to play with a different house rule, but I just wanted to make it clear that it's not usual way it's played.

ok thanks, I guess it being a more casual format house rules are more likely to develop. Over here for instance nobody plays mass land destruct in EDH decks. It just makes the game more enjoyable and balanced.

Yeah, we don't allow mass LD either. Well, we didn't technically ban any cards, but it's just sort of an unspoken agreement not to play it. Also, we allow the Nephilim to be generals, which is rather fun.

thanks for all of the deas, they all work well. I know it's really mean, but ehd is so open to combos. greifing is fun in ehd for the reason that know one expects it. also a good combo derien + soul warden. derrian = when evever your dealt dammage put that many 1/1 soilder toknes into play.

if you'd like to be really annoying, put in Strip Mine or Wasteland (or both) and Crucible of Worlds. Getting strip-locked is a pain, especially if you have something like Thawing glaciers or Exploration out.
