Card question!

I was wondering, since I'm not even quite sure on how to search for it specifically, but is there any sort of card that you can play that will make target player/opponent have to play their hand or cards or anything like that.

Also, are there any cards that let you put counters/buff an opponents creatures?

I'm not worried about colors, just if cards like this exist. I wouldn't know how to word the search that well in the Gatherer or other search programs.

sen triplets and mindslaver are two ways you can control what an opponent does with his cards.

As for the second question you can play any aura on any creature you like unless it says it has to be a creature you control. For putting counters on creatures your opponents control there are numerous ways to do that. mark of mutiny from zendikar puts a +1/+1 on target creature. Any creature with graft can be used to put a counter on any creature that comes into play (also creatures played by your opponent)... there's tons of stuff....
